It's important to understand that there are two types of recruiter services: Contingent and Retained.
Contingent services represent you to a company and their commission is based on the contingency of your hire, i.e. If you get hired, they get paid by the company and if you are not hired, they don't get paid.
Retained recruiting services are paid by the employer to find the specific person meeting the job specifications requirements. They will only present people that closely match the employer's required job specs.
